Notice of possible quorum posted for Chamber Banquet

Lower Brushy Creek WCID directors will meet at 8 a.m., Tuesday, February 17 in the conference room of the Greater Taylor of Commerce.

Among the items directors are expected to consider are several related to a possible election in May for expiring terms. Should there be more than three candidates for seats on the board, the District will have to call for an election. Should the current directors be the only candidates on the ballot, directors will likely cancel the election.

Directors are also expected to consider approval of the district’s ethics policy.

The meeting is open to the public. The agenda and board packet may be found here .

Several district officials are expected to attend the Taylor Chamber’s annual banquet, which begins at 6 p.m., Tuesday, Feb. 17. The notice of a possible quorum of the board is posted here .

WCID Directors to consider audit, election

Directors for the Lower Brushy Creek WCID will meet 8 a.m. Tuesday, Jan. 20, 2026 in the conference room of the Greater Taylor Chamber of Commerce.

The two main items for consideration and possible action are a presentation by Maxwell, Locke & Ritter on the district’s FY 2025 audit, and a call for an election in May.

The terms of three board members, Scott Ging, Allen David and Lane Holeman, expire this year. All three incumbents have expressed their intention to stand for re-election.

Filing opens for positions on WCID board

Three positions on the WCID Board of Directors are set to expire this year. The incumbents, Scott Ging, Allen David and Lane Holeman, have all expressed their intentions to stand for re-election.

The first day to file for a place on the ballot is Wednesday, Jan. 14, 2026. Filing closes at 5 p.m., Friday, Feb. 13, 2026.

Should no one else file, the Board may choose to cancel the election. If there is a contested election, it will be held concurrent with local elections, May 2, 2026.

WCID Directors to receive cyber security training

Directors of the Lower Brushy Creek WCID will meet 8 a.m. Monday, Dec. 15 in the conference room of the Greater Taylor Chamber of Commerce.

The major items on the agenda are revisions to the district’s financial investment policy a cyber security training session for all directors and staff.

The regular Oct. 20, 2025 meeting of the Lower Brushy Creek WCID Board of Directors has been canceled .

UPDATE: WCID Directors set public budget and tax hearing

Directors of the Lower Brushy Creek WCID will hold a public hearing on the proposed budget and the supporting property tax rates at 7 p.m., Wednesday, Sept. 10 at the Taylor Public Library, 801 Vance Street.

The district proposes to increase slightly the tax rate for the coming fiscal year, from 1.6546 cents per $100 of valuation to 1.6949 cents. That’s an increase of .0403 cents per $100, a 2.43% increase.

The rate would mean that the owner of a house that is valued at $309,970.00, which is the average value of a home in the district, would pay $52.53 in property taxes to the WCID in 2026.

As the directors meet for this public hearing, they will also hold their regular September meeting. You can find a copy of the agenda and board packet here .

WCID Directors to consider FY26 budget and tax rate

Directors for the Lower Brushy Creek WCID will meet 8 a.m. Monday, August 4, to consider the proposed budget for the 2025 fiscal year, along with a tax rate to support it. The meeting will be held in the conference room at the Taylor Chamber of Commerce.

Directors will be presented with a draft budget that shows an spending increase of approximately $680,000 over the previous year. That spending is focused on dam maintenance and is funded with local resources, with nearly $1 million devoted to the repair of principal spillways and plunge pools to sites 3, 10 and 30.

The district expects $2.253 million in revenue against $2.256 in expenses.

To support the budget, directors will be asked to consider a tax rate of .0165, which is the same as the current rate.

The WCID will hold a public hearing on the budget and tax rate 6 p.m. Sept. 4 at the Taylor Public Library.

WCID refreshes easements, preps for growth

Staff of the Lower Brushy Creek WCID recently completed a re-fresh of more than 120 easements related to the 23 dams in eastern Williamson and Milam counties that it oversees.

“This increases transparency and will help alert potential that there are flood control easements on the property,” said James Clarno, the district’s general manager.

The year-long project included researching property records for the easements, many of which were filed more than 50 years ago.

“This wasn’t always easy,” Clarno said. “We were able to clean up a lot of incomplete records, which will save a lot of time and trouble as the east part of this county grows.”

The district’s clerk, Sue Lilly, conducted the research, and obtained copies of the original documents while Jamie Kaatz, of Hejl & Schroeder, prepared and filed the legal notices.

The project was initiated by the Texas Association of Watershed Sponsors in April of 2024 and modeled after a program from the San Antonio River Authority. It was supported by the Texas State Soil and Water Conservation Board who developed a Flood Control Easement Notification Area map to compliment the work.

Clarno noted that the work was completed just prior to National Dam Safety Awareness Day which is held annually on May 31 ^st to commemorate the 1889 South Fork Dam failure near Johnstown, PA, the deadliest dam related disaster in US history.

That catastrophic failure killed 2,209 people and caused $17 million in damage (about $500 million in 2020 dollars). Over time, this led to the creation of federal programs designed to prevent similar disasters in rural America, including the National Resource Conservation Service under the U.S. Department of Agriculture.

Directors to hold meeting on Monday

Directors for the Lower Brushy Creek WCID will meet at 8 a.m. Monday, June 2, in the conference room of the Greater Taylor Chamber of Commerce.

Items on the agenda for consideration include:

• Presentations by M&E Consultants and by the district’s operations manager
• Consideration of an updated fencing and grazing policy
• Employee benefits

Directors are also expected to retire to an executive session to discuss easements and land values associated with the LBC Site 18 project.
