Who We Are and What We Do

The Lower Brushy Creek Water Control & Improvement District (WCID) is a local governmental entity that manages 23 flood control dams across eastern Williamson and western Milam Counties. Our mission is to protect people and property through responsible infrastructure management, regulatory compliance, and transparent public service.

Mission & History

Mission Statement:

The Lower Brushy Creek WCID exists to reduce flood risks, maintain public safety, and provide transparent governance through the responsible operation of regional flood control dams.

Historical Overview:

Originally part of the broader Brushy Creek WCID formed in 1957, the Lower Brushy Creek WCID was established in 2001 by local voter approval to serve eastern Williamson and western Milam Counties. The district assumed responsibility for 23 earthen dams constructed in the 1960s and 1970s to mitigate flooding in rural and developing areas.


As the region grew and state safety regulations evolved, the need for dedicated oversight became clear. The Lower Brushy Creek WCID continues to maintain and improve these critical infrastructure assets today.

Board of Directors

The Lower Brushy Creek WCID is governed by a five-member elected Board of Directors. Each member serves a four-year term, with staggered elections for continuity. The board meets regularly and maintains full compliance with state transparency and reporting laws.
