The Lower Brushy Creek Water Control & Improvement District is committed to transparency, accountability, and clear communication with residents, landowners, and other stakeholders. In accordance with Texas law, the district provides public access to records, notices, and documents that reflect how decisions are made and how public resources are managed.

Elections
About the Elected Position:
The directors are paid $150 per meeting attended, which include regular monthly meetings held on dates approved on the meeting calendar and committee meetings that are scheduled as needed. Directors may not exceed $7,200 per year, as this is not a full time paid position. Sometimes the meetings can be lengthy, and preparation is required through reviewing background materials.

Qualifications:
The following is a list of requirements for candidacy (§51.072 Texas Water Code):
- Be a United States citizen;
- Be 18 years of age;
- Be a resident citizen of the State of Texas, and either own land subject to taxation in the District or be a qualified voter within the District.

Director Terms:
Lower Brushy Creek Water Control and Improvement District is composed of five (5) Directors, elected at large. Each serve four (4) year terms and are elected by qualified voters of the District. To verify you own property within the district, search address on the Williamson County Appraisal District website and verify that you are paying taxes to Lower Brushy Creek.
Director Term Expiration Dates:
- May 2028 - 2 positions
- May 2030 - 3 positions
- May 2032 - 2 positions
Reporting:
Filing deadlines for Campaign Finance Reports(Instructions) are:
- 30-day pre-election report
- 8-day pre-election report
- 15th day after campaign treasurer appointment (Officeholder Only)
- Exceeded Modified Reporting Limit ($1,110)
- Runoff
- July 15th to terminate the campaign
Meetings
The Board of Directors holds regular meetings in the Conference Room at the Greater Taylor Chamber of Commerce in Taylor, Texas. **September's Board Meeting/Tax Hearing is held at the Taylor Public Library. All meetings are open to the public.

Property Taxes
SB2 Texas Property Tax Reform and Transparency Act of 2019 Disclosure
Visit Texas.gov/PropertyTaxes to find a link to your local property tax database on which you can easily access information regarding your property taxes, including information regarding the amount of taxes that each entity that taxes your property will impose if the entity adopts its proposed tax rate. Your local property tax database will be updated regularly during August and September as local elected officials propose and adopt the property tax rates that will determine how much you pay in property taxes.
Taxing Authority:
To fund the District activities, the voters approved a tax of 2 cents per $100 property valuation. The tax appeared as Proposition A on the November 6, 2018 ballot:
" The adoption of an operation and maintenance tax within the Lower Brushy Creek Water Control and Improvement District at the maximum rate of two cents per $100.00 valuation ($0.02) of taxable property with the proceeds thereof to be used for operation and maintenance purposes, and for providing works of improvement for flood prevention, including planning, constructing, acquiring, maintaining, repairing, and operating the works and projects of the district."
"La adopción de un impuesto de operación y mantenimiento dentro del Distrito de Control y Mejoramiento de Aguas de Lower Brushy Creek a un máximo de dos centavos, $ 100.00 de valuación ($0.02) de propiedad imponible con los ingresos del mismo para ser utilizados para operación y mantenimiento y para proveer obras de mejora para la prevención de inundaciones, incluida la planificación, la construcción, la adquisición, el mantenimiento, la reparación y la operación de los fondos y proyectos del distrito."

Budgets & Audit Reports
Annual budgets, financial statements, and audit reports are provided to demonstrate how district funds are allocated and managed each fiscal year. These records support financial transparency and responsible stewardship of public resources.

- Developer and Realtor Form - Notice To Purchaser
- Open Records Policy: Texas Government Code, Chapter 552, gives you the right to access government records; and an officer for public information and the officer’s agent may not ask why you want them. All government information is presumed to be available to the public. Certain exceptions may apply to the disclosure of the information. Governmental bodies shall promptly release requested information that is not confidential by law, either constitutional, statutory, or by judicial decision, or information for which an exception to disclosure has not been sought.
