Decreased values drive slight increase

Directors of the Lower Brushy Creek WCID will hold a public hearing on the district’s proposed 2026 property tax rate 7 p.m., Wednesday, Sept. 9, at the Taylor Public Library, 801 Vance St. in Taylor.  You can find the "Notice of Public Hearing on Tax Rate" at this link

Overall property values in the district decreased over 2025 values which will cause a slight increase in taxes and tax rates. The proposed property tax rate for 2026 is 1.9166-cents per $100 valuation, an increase of 0.2217-cents over 2025. If approved, the tax on an average residential homestead in the district would increase from $55.60 a year to $60.05, an increase of $4.44.

Taxes for individual properties may increase at a greater or lesser rate, or even decrease, depending on the tax rate that is adopted and on the change in the taxable value of a given property in relation to the change in taxable value of all other property. The change in the taxable value of specific properties in relation to the change in the taxable value of all other property determines the distribution of the tax burden among all property owners.

Last month, the Lower Brushy Creek WCID began work to repair principal spillway pipes on three of the rural dams in the district. “The principal spillway pipes carry flood water from the lake to a plunge pool downstream,” explained Jim Clarno, general manager of the district. "At these three dams, the last section of pipe has separated from the upstream pipe due to 50 years of deterioration of he pipe supports.” Two of the principal spillways need a pipe liner to eliminate leakage into the pipe. The plunge pools at all three dams will be reshaped, trees and brush removed and will be rock rip-rapped. The sites being worked on include Site 3 north of Thrall, Site 10 northeast of Thrall, and Site 30 just west of TX 95 between Taylor and Coupland. The work began July 13 and is expected to be substantially completed by Sept. 11, with final completion Oct. 11. “The schedule is dependent on weather so substantial and final completion could be delayed,” Clarno said. The total cost of the project is $948,000. All the funds for this project are from the district’s own revenues. No state or federal grant funds will be used.
